In order to achieve its objectives of growth and performance, Atlantique Telecom has established a leadership team of exceptional people. Nagi ABBOUD - Chief Executive Officer (CEO)
Nagi ABBOUD completed his study as an Aerospace Engineer in Ecole Polytechnique de Montreal, Canada in 1991. He started his career working with Spar Aerospace Limited in Canada on the international space station project, and obtained in 1991 and 1992 research scholarships from the Canadian Government to enrich his studies. He joined Mc Gill University in Montreal where he enrolled for a Master’s of Electrical Engineering with a specialization on Mobile Digital Communications. He published a number of papers on Multipath Fading Channels and obtained his Master’s of Engineering with distinction in December 1993. While completing his research, he joined Ericsson Communications Inc in February 1993 working on cellular systems for the North American Standard. Afterwards, he joined France Telecom Mobile Lebanon in February 1995, the newly established GSM operator in Lebanon, in which he occupied various positions in the Technical department, handling the network planning, technical procurement and budget control. In October 1998, he moved to Botswana as a Technical Manager for France Telecom GSM operation (VISTA Cellular PTY) responsible for its technical and IT activities, then took over the role of Deputy General Manager. In January 2000, he joined Orascom Telecom as a Chief Executive Officer for its Operation in Congo-Brazzaville (Libertis Telecom). He was decorated as Chevalier de l’Ordre du Mérite Congolais in August 2002. In July 2004, he moved to Algeria as Chief Operations Officers for Orascom’s network Djezzy and grew the network from 2millions subscribers to 14 millions with a market share exceeding 65%. In January 2009, He joined UAE Etisalat Group as Chief Executive Officer of Atlantique Telecom, managing Etisalat footprint in French speaking Africa. Ahmed Mamadou CISSE - Deputy CEO
A graduate of City University of New York (Information Management System), he began his career as Assistant Manager at American Management Systems Fairfax, Virginia. Before joining Benin, it passes through the Ivory Coast at Citibank where he held various positions: Assistant Manager, Senior Product Manager of Collections, Manager, Head of Cash Management and Foreign Trade. In 2002, he left Citibank for Atlantique Telecom as an observer in Benin, Burkina Faso, Togo, Niger and Gabon. Then he held the post of Director General Moov Benin. In late 2003, Mr. Cisse was appointed Director, General Manager of Telecel Burkina Faso. He returned to Ivory Coast in June 2005 where he held simultaneously the positions of Deputy Chief Executive Officer of Atlantique Telecom Group and Chief Executive Officer of Moov Côte d'Ivoire. Mr. CISSE is also Chairman of the Board of Directors of Atlantique Bank of Togo, Director of Atlantique Financial Group Moov Gabon, Central Africa and Moov Moov Togo. Jean-Philippe LEONARD - Chief Financial Officer (CFO)
Mr. Jean-Philippe LEONARD joined Atlantique Telecom in January 2011. He has a combined professional and industry expertise gained from over 10 years extensive experience spanning private sectors. As Atlantique Telecom CFO, he is responsible for all financial and fiscal aspects of the business covering all 7 western African operations. Providing leadership and effective coordination for end-to-end finance function including commercial affairs, risk management, capital structure, investment, treasury, revenue assurance, credit & collection, budgetary control, accounting, reporting, taxation, financial strategy and planning. Before taking up the position at Atlantique Telecom, he was working as Chief Financial Officer at Monaco Telecom International (Cable & Wireless Communications) in charge of all Finance functions for the different Business Units. Supervising and consolidating 8 African affiliates . He has also occupied various high level financial positions with Zain, Millicom international Cellular S.A, American Express Bank and Price waterhouse Cooper. Mr. Jean-Philippe LEONARD holds a Master degree in Economics and multiple other post graduate diplomas. Gandé Dagba - Chief Commercial Officer (CCO)
Mr. Gandé DAGBA was appointed Atlantique Telecom Chief Commercial Officer in February 2010, in charge of sales and marketing strategy of the Group, covering the group's seven operations in francophone Africa. With significant experience of over 20 years in strategic business planning, with extensive experience abroad (France, Ivory Coast, Kenya, South Africa, Mexico, U.S., Gabon, Congo, ..) He worked in large groups in positions of Sales and Marketing, such as Allied Domecq, Colgate-Palmolive, Celtel / Zain and MTN. Beyond the perfect mastery of the Marketing perimeter, resolutely 'Business and consumer oriented', Gandé qualities are revealed especially in his ability to bring together teams of any type of project, inject the necessary momentum to mobilize men to set a good course and pass all its expertise, all in a real constructive spirit. He holds a Master of Science in Management from Ecole Superieure de Commerce de Bordeaux.Gilles MANKET - Chief Technical Officer (CTO)
Mr. Gilles MANKET joined the Atlantique Telecom Group in March 2004, as Chief Technical Officer in charge, at a strategic level, of the elaboration and implementation of the mid and long term strategies for the development of the GSM networks in the 7 countries where the company operates, in line with the objectives defined by the group in very competitive markets. Before that, he was working for an international American company Western Wireless International Corporation, a GSM group operating in 10 countries worldwide as Technical Manager during one year in 2000, then Chief Technical Officer for Côte d’Ivoire from 2001, and General Manager for Côte d’Ivoire in 2003. During that period Mr MANKET initiated and participated in the new network roll out, launch and development. In 1997, Mr MANKET was hired by AFRIPA Telecom Group as Group Chief Technical Officer to create and implement the very first data transmission network through VSAT and WLL (Wireless Local Loop) in several countries (14) including France, from 1997 to 2000. Mr MANKET has a long experience in the Telecom field spreading over more than 21 years. He started in 1987 as switching maintenance Engineer with the PSTN during 5 years before becoming the Head of the digital switching installation department in 1992. During the period from 1992 to 1995, Mr MANKET replaced more than 80% of the analogical switches by digital switches in Côte d’Ivoire. In 1995 he left the PSTN to co-found a public payphones company PUBLICOM where he was responsible for elaborating a business plan and public payphones network roll out as Chief Technical Officer. Mr MANKET has obtained his Engineering degree in Telecommunications from ENSPT (Ecole National Supérieure des Postes et Télécommunications) in Abidjan in 1987. He has completed his background with many trainings in INT Paris and Wharton University of Pennsylvania for Accounting and Finance training for non financial Managers. Mr MANKET is married with four children and is living in Abidjan, Côte d’Ivoire. Ramadane SARR - Chief Information Officer (CIO)
On November 2007, Mr. Mohamadou Ramadan SARR began serving as Chief Information Officer (CIO) for the Atlantique Telecom Group. He is responsible for the global IT strategic orientation at the Group level, the organization and processes harmonization and the support to and synergy within the 7 subsidiaries. Before becoming CIO, Mr. Ramadan SARR served as Chief Audit and Quality Officer since he joined the company in February 2006.He has more than 16 years of experience leading Information Technology Operations and initiatives across large-scale, complex organizations. He has been the former CIO of Orange Senegal from 2000 until 2005. As such, he organized the IT department and oversaw the design development and ongoing management information system, hardware, software application, data integrity, and information security for delivering better customer service, driving business process optimization. In 2003 in addition to his role he was made responsible for the implementation of the IT organization and development in Orange Mali when the Group Sonatel got a new license to operate in this country. He carried out successfully among other tasks: i) the Implementation of a Customer Care and Billing complete Solution shared by two companies in two different countries: Orange Mali and Senegal, ii) the implementation of a Revenue Assurance and Fraud Management solution shared by the two companies, iii) the monitoring of the Billing Process for the ISO 9001 version 2000 certification. From 1992 to 2000, Mr. Ramadan SARR served in a variety of management positions in scientific research and custom clearance processing system and managed the project Trade Point information System in Senegal. As CIO of Atlantique Telecom, Mr. Ramadan SARR assumed responsibility for Business application development, revenues assurance initiatives, support services, and technology governance practices. He directed and implemented a centralized infrastructure shared by the 7 GSM operations for the core applications. He also successfully conducted at the level Group the ISO 9001 certification project for the Subsidiary Moov Cote d’Ivoire and is in charge for the Uniformity of Business Processes Improvement across the Whole Group. Mohamadou Ramadane SARR has a Bachelor degree in mathematics and is also a graduate in IT Engineering and Master Scientist in « Knowledge Acquisition and modeling » Edith SIKA - Director of Administration and Human Resources (HRAD)
Mrs Edith Sika has been the Administration and Human Resources Director of Atlantique Telecom since she joined that company in July, 2007. As such, Edith Sika is in charge of setting and developing the Administration and Human Resources strategy of the whole Group including 7 GSM operations in West and Central Africa.In her role, Edith Sika is fully responsible for Liaising with local and subsidiaries Managers to leverage HR business strategy and workforce requirements, Develop people and Ensure alignment of local and subsidiaries plans with the Etisalat Group Strategy, Drive organisation changes by assessing culture, climate and employees’ motivation, Support the General Management in the implementation of its objectives, policies and procedures, changes and organization redesign initiative, employees movements and transfers, Focus on skills /capability development plans and deploy training as required. She also handles Recruitment, HR Administration, social benefits, performance evaluation, Builds and Implements employee manual procedures and policies, social guide, travel policy, HR projects, Ensure relationship with external partners, office equipment and leases. As Administration and Human Resources Group Director, the Administration and Human Resources Managers from affiliates report to her throughout reports due on a monthly basis. Since she has been joining Atlantique Telecom Edith Sika put in place the Administration and Human Resources Department which didn’t really exist. She is fully dedicated in the tremendous job she is going and has an active role in the main decisions made in the organization. Edith Sika has more than 24 years of experience in Human Resources at a senior level spent successively within: Devon Energy, Coca-Cola West Africa, DRH-Conseils, ECG (Ecole de Commerce et de Gestion). Edith Sika holds a Master in Psychology with distinction from the Abidjan University and obtains various certificates in Human Resources Management in London. Charles SIRANCY - Strategic Project Management Office Director (SPMO)
Mr. Charles SIRANCY is the director of the strategic project management Office (SPMO), for Atlantique Telecom, monitoring the planning and execution phases of the strategic initiatives. He was assigned to his current position in May 2008. Mr. Siransy has a Masters of Sciences in Financial Engineering and a Post-Graduate Studies Diploma (D.E.S.S) in Project Management from the University of Montpellier in France. He also has a Masters of Business Administration (MBA) in Strategy and Supply Chain Management from Howard University in Washington DC. Mr. Siransy has over 10 years of experience in Project Management, acquired through prestigious institution like International Business Machines Corporation (IBM Corporation), USA Department of Defense, USA Department of Energy, US NAVY, Naval Installation Command (NIC), Public Company Accounting Oversight Board (PCAOB), and America Online (AOL). Adama ANOUMATACKY - Legal Direcor
Mr. Adama Anoumatacky joined Atlantic Telecom in 2006 to serve as Group Legal Director, responsible for safeguarding the interests of the whole Group including 7 GSM operations in West and Central Africa.Before joining Atlantic Telecom, Adama was with Arthur Andersen, where he served as a legal counsel. He gained a rich experience in multidisciplinary sectors, combining method, efficiency and tenacity. He also held high legal responsibilities in various sectors of activity carried out by important structures such SICAFCA and Shell Group. Adama has a Master of business Administration from UQAM, a Masters in Private Law, and a DESS in Business Law and Taxation obtained in Poitiers. Aboubakar HAMAN - Regulatory Director
Mr. Aboubakar HAMAN joined Atlantique Telecom (AT) in 2009 as the Group Regulatory Director. His duties involve the Formulation of Atlantique Telecom Group’s regulatory affairs strategy and its translation into local practices and activities as well as the advice, management and coordination of Opcos teams on Regulatory affairs compliance issues. Prior to joining AT, Aboubakar worked during several years for the Cameroon Telecommunications Regulatory Board where he held several executive positions including Director of Technical Affairs and Director of studies and Forecast. During that period, Aboubakar also had various responsibilities within the International Telecommunications Union as Rapporteur and Vice Chairman of Study Groups. Aboubakar started his career as a Radiocommunications Engineer within Multitel (Belgium) and then the Cameroon Electricity Corporation. He holds a Master in Electrical and Telecommunications Engineering from the Faculte Polytechnique de Mons (Belgium) and a Master in Telecommunications Management from the University of Strathclyde (UK).Palabé NANAN - Audit & Risk Director
Mr. Palabé NANAN is Audit & Risk Director for ATLANTIQUE TELECOM Group since January 2006. He has a background of management controller in the United States and consultant in the audit and independent financial expertise areas in France with company such as Arthur Anderson and Deloitte. During this time he was the project leader on many assignments requiring statutory audits. This also included transaction audits and/or company restructuring (buyer and vendor due diligence, company valuations, merger and acquisition audits) on behalf of prestigious companies from middle-market firms to international finance groups.Chartered Accountant (French Diplôme d’Expert Comptable), he graduated from Nancy Commercial Institute (business school) and also holds a Diploma of Higher Studies Accounting and Finance (DESCF), a Master in Financial Engineering from IAE Toulouse, and a BA from the Faculty of Law of Poitiers |
